A 30-year-old man was arrested Wednesday in the area of Mills Park after allegedly exposing himself to a 16-year-old girl, a Carson City sheriff’s deputy said. Kyle William Chase, a Red Oak, Iowa resident, was booked into Carson City Jail on $5,000 bail.
According to the arrest report, a deputy was dispatched to the park at 3:32 p.m. and met with the 16-year-old victim who stated her mother drove her to the park to check on a younger sister near the skate area. She said she observed the suspect, William, on his back, on the ground and appeared to be sunning himself and wearing shorts.
As the victim approached with her intent to walk past him, William allegedly told her “come here hunny trust me,” the arrest report states. She told the man no. She told the deputy the suspect then allegedly pulled up on his shorts exposing his genitals and asked the victim is she was wearing thong underwear and if she would like to try thong underwear on for him.
The victim told the man no and called him a “creeper,” the arrest report states. The victim told officers the man continued to pull up his shorts displaying his genitals and was asking her to “come here.” The victim then said she walked to her mother and advised her what the man was doing and the statements he was making, the arrest report states.
The officer spoke with the victim’s mother who had parked in the parking lot at Mills Park Pavilion. She said she saw her daughter walk over and appeared to be in a discussion with a man, later identified as William, who was on his back on the ground. The mother said she then exited her vehicle and began to walk toward her daughter. She said the man was only wearing shorts and had them pulled up in a matter that he was displaying his genitals. The mother said she heard the man calling out and heard her daughter tell the man he was a sick creeper, the arrest report states.
The mother told the deputy she called to her daughter to and wanted to confront the suspect but became frightened and returned to the vehicle to call the sheriff’s office about the incident. She said she wanted to press criminal charges against the suspect for the stated incident, the arrest report states.
The deputy then made contact with the man who was dressed and laying on a sidewalk southeast of the Pavilion. He was advised he was being arrested for the stated offense, indecent exposure. The man became upset with the officer, cussing and demanding that he bring the girl to him to meet face to face, the arrest report states.
The officer told the man he was not going to do that. He said the girl was lying and stated multiple times that the deputy could not make an arrest. The deputy said the man became verbally confrontational and made a statement directed at him in reference to a possible threat. When the officer questioned the reference of the possible threat, the man told him it was not a threat but that karma would be coming to him. The suspect was taken to jail. During the officer’s contact with the victim, she was found to be shaken and upset, angry and began to cry, the arrest report states.
In other arrests: A 48-year-old Carson City woman was arrested Thursday, 1:35 a.m. in the area of Second and Allouette streets on misdemeanor suspicion of DUI. According to the arrest report, dispatch contacted a deputy about a possible intoxicated driver in the area.
Dispatch said the woman had allegedly struck a friend with her car while intoxicated and that she drove away from a gas station on Highway 50 and was returning to her home.
A deputy arrived at the intersection and made a traffic stop. The woman smelled of an alcoholic beverage and performed field sobriety tests unsatisfactory. She provided a preliminary breath test of a .167 and was arrested for DUI. At jail she volunteered for a blood draw. Bail: $1,137.
— A 25-year-old Carson City man was arrested Wednesday, 3:04 p.m. in the area of Desatoya and Fairview on a misdemeanor warrant, failure to appear for traffic court, issued March 5, 2015 out of Carson City Justice Court. Bail: $740.
— A 34-year-old Gardnerville man was booked into jail Wednesday, 9:05 p.m. on a probation violation warrant issued Feb. 10, 2015 out of Carson City Justice Court. Bail: $3,000.
— A 29-year-old Carson City man was arrested Wednesday, 10:07 p.m. in the 2600 block of Highway 50 East on a warrant, violation of probation conditions, issued April 3, 2015 out of Carson City Justice Court. Bail: $3,000.
— A 51-year-old Carson City man was arrested Monday, 4:54 p.m. in the 1300 block of South Carson Street on suspicion of misdemeanor DUI. According to the arrest report, an officer was called to an accident at a gas station. The reporting witness advised there was little or no damage and didn’t want an investigation into the accident however believed the other driver was intoxicated. The suspect admitted to the officer that he was driving to the market to buy another bottle of vodka, the arrest report states.
The officer asked the man if he had been drinking. The man replied: “I’m drunk.” The man attempted and then refused all standardized field sobriety tests but did offer a sample of his breath with a .171, the arrest report states. Bail: $1,137.
Those arrested and facing criminal charges are innocent unless proven guilty in a court of law.
