Teen center at Boys and Girls Club campus in Carson City celebrates opening with ceremony

The William N. Pennington Teen Center at the Boys and Girls Clubs of Western Nevada campus is now officially opened thanks to a Carson City Chamber of Commerce ribbon cutting ceremony and grand opening festivities Thursday.

With a $1.2 million naming gift from the William N. Pennington Foundation of Reno and donations from the Carson City community, the club broke ground on the Teen Center at the Boys and Girls Club campus on Russell Way in October 2015. A sneak peek was given to the press last week ahead of Thursday's grand opening.

The program featured a multi-media presentation with Autumn Cuellar, Nevada’s Youth of the Year, refreshments and art show highlighting Club member projects and activities.

The new center includes art and technology rooms featuring green screen and video editing capabilities, video game room, café tables, foosball and pool tables, and bleachers equipped with electrical outlets for mobile device charging. The bleachers were designed and built in-house by Shaheen Beauchamp employees.

The 6,500 square foot center replaces the Club’s 1,200 square foot office space currently used for teens and offers rooms for homework, group activities, arts and crafts and a multi-media area. Teen Club members worked with the project design team to provide user input to the design and construction of the center. The Carson City Multi-use Athletic Center sits adjacent to the Boys & Girls Clubs’ campus.

The Teen Center completes the Club’s vision for teens to have a separate, dedicated space of their own with age appropriate facilities, and its partnership with Carson City for use of the city’s Multi-Use Athletic Center facility, which sits adjacent to the Club. The Club currently serves more than 300 youth ages 12 to 18 monthly.

The new facility will stay open until 6:30 p.m. to give teens a safe place to congregate after school and into the evening. Club officials are looking into keeping the Teen Center open later in the evenings and on Saturdays during the school year as membership grows. Teen Center dues are $30 per year and memberships are being accepted daily. Go here for more information.

Movie Review: 'J. Edgar' a solid biopic about the late creator of the FBI, starring Leonard DiCaprio

Director Clint Eastwood's film about J. Edgar Hoover, currently showing at the Fandango Galaxy cineplex in Carson City, shows the real creator of the Federal Bureau of Investigation with all of the faults and strengths clearly shown.The movie, "J. Edgar," follows the man from his early days with the U.S. attorney general's office to his days as ruler of a giant bureaucracy of lawyers and police.

Leonardo DiCaprio stars in impressive style, able to reflect the strengths with a quick smirk that made Hoover so powerful and at the same time depending on his mother Anna Marie (Judi Dench) and all of the other quirks that went into his persona. DiCaprio is the figure on which all rests and he carries off a powerful portrait of a man going from youthful enthusiasm to adult strengths and weaknesses.

He is ably assisted by Naomi Watts as his worshipful and loyal secretary Helen Gandy and Armie Hammer as Clyde Tolson, Hoover's No. 2 and a stalwart friend and associate and in the later stages of the movie as a possible homosexual companion. Tolson and Hoover become close, dining together, going to the horse races together. Hints of a close relation are dropped. And highlighted.

As Hoover takes over the corrupt and incompetent FBI, he moves to clean out the dead wood and establish the first real scientific crime lab in America. He does so at a moment in history when bombs were being planted at major American officials' homes and offices. Hoover develops a mania about the threats to America from communists and anarchists. And a demand that all FBI agents are above reproach.

Along the way Hoover begins compiling a "secret" file about potential enemies such as presidents and congressmen. He finally runs up against Bobby Kennedy, his boss as attorney general, and he loses.

When his mother dies, Hoover weeps and dons her necklace and her dress in mourning. He dies after having Grandy promise to destroy his "secret" files on his death, and she does so just as Richard Nixon's operatives come barging in seeking those files.

DiCaprio turns in what his finest performance yet, aging and thickening into the final Hoover image. Watts is dependable and understated in her role, and Hammer convincing as a Hoover loyalist to the end.

One can be ambivalent about the depiction of Hoover as a closet gay; hard evidence is not there, but the script by Dustin Lance Black is definite in its conclusions.

This is a movie of some quality, happily not a car crash or chase, just the development of a biography. Eastwood continues to enhance his reputation as a dependable, intelligent director. Rate it as a good movie, no more numbers on ratings. Just good or bad.

Driver involved in Thursday's fatal stolen vehicle crash in Carson City identified

The Nevada Highway Patrol has identified the man who died after a vehicle chase that resulted in a crash of a stolen pickup at the Carson City Airport on Thursday.

According to NHP investigators, the initial findings made in a report says a 2004 Ford F150 pickup was stolen from a residence in Carson City by Edy (Eddie) Prudensio Martinez-Ramirez, 21.

The Carson City Sheriff’s Office located the vehicle and tried to stop it but Martinez-Ramirez fled the area. As the vehicle was traveling eastbound on College Pkwy Marinez-Ramirez lost control and traveled across both the eastbound travel lanes, across the raised center median and the westbound travel lanes, according to NHP.

Then the pickup then traveled over the north sidewalk and through the perimeter fence of the Carson City Airport where it struck the southeast corner of an airport hangar. NHP was called to assist at 7:50 p.m.

Martinez-Ramirez was ejected from the vehicle. He was pronounce dead at the scene. He was not wearing his seatbelt.

The Nevada Highway Patrol is investigating the accident scene while the Nevada DPS Investigation Division is investigating remainder of the incident.

Carson City authorities arrest Reno woman after car chase with 10-year-old inside

Carson City authorities arrested a Reno woman after she led officers on a chase through the south part of town with her 10-year-old son in the car, crossing into oncoming traffic and forcing motorists off the road.

The woman was arrested shortly before 8 p.m. on Saturday in the parking lot of the Carson City Sheriff's Office, after patrol cars and motorcycle officers attempted to stop her. The woman, who ended the chase at the sheriff's office on Musser Street, was tasered to be subdued, according to the arrest report.

The woman faces charges of gross misdemeanor child endangerment, reckless driving, eluding officers, speeding and failure to maintain lanes. Bail has been set at $3,978.

According to the arrest report, a deputy was waved down by a citizen at about 7:30 p.m. who informed him of a reckless driver going south on Carson Street. At about the same time dispatchers received multiple 911 called from witnesses who said that motorist was driving a silver compact car down the center lane of Carson Street, flashing their lights, honking their horn and waving at pedestrians.

Another call from a witness said the car was occupied by a woman who was doing donuts at Carson Street and Old Clear Creek. Meanwhile another witness advised dispatch that the car was driving northbound on Carson Street.

The car passed authorities, including a motorcycle patrol officer, who reported that the driver was honking their horn and flashing her lights at him. The motorcycle patrol car initiated a stop, activating his lights and sirens. A patrol car also did the same, but the car didn't stop, accelerating to speeds of nearly 50 mph in a 25 mph zone, according to the arrest report.

At Carson and 8th streets the car crossed over into the southbound lanes and began heading north. Numerous cars had to pull to the shoulder to get out of her way, the report stated. At around 5th Street the car went into the northbound lanes again, swerving back and forth between lanes.

The chase involved three sheriff's patrol motorcycles, a detective car and an unmarked patrol car, all trailing the woman with lights and sirens. Three other patrol cars followed suit. As officers passed the Supreme Court building courtyard, the woman again crossed over into the southbound lane, causing numerous cars to pull to the shoulder to avoid colliding with the car, the report stated.

The car failed to stop for the red light at Carson and Musser streets, accelerating to about 45 mph. The woman apparently drove to Carson Street and Highway 50 and then back to Musser, where she pulled into the sheriffs office parking lot. She was apprehended but had to be tased to gain compliance, according to the report.

As she was being taken into custody, a 10-year-old boy sat up from the back seat. The boy gave authorities his name and said he was "very scared." The boy told authorities that he heard the lights and sirens but was too scared to say anything to his mother. He added that his mom was talking about mold in their Reno home.

The arresting officer tried to speak with the woman, who "stared straight ahead" and didn't speak, according to the arrest report.

'Noxious Odors' Would Be Investigated Under Senate Bill

CARSON CITY – Legislators were asked yesterday to imagine an odor so rancid and vile that it requires evacuating the Legislature.
“You would not be able to work in this building,” Donna German, who lives near Fallon, told legislators at a Senate committee.

That is the type of stench residents near Fallon say they have lived with for years.
Sen. Mike McGinness, who represents the residents, has sponsored a bill to try to get some relief for his constituents.
Several of those constituents testified that a nearby oil-recycling plant is the source of the acrid stench. Some encouraged legislators to sniff the odor, a vial of which was in a car of a UNLV professor who had studied the issue.
Lobbyists from that oil-recycling plant, owned by Bango Oil, contended that independent, third-party tests have confirmed that their plant produces no odors that would spread hundreds of miles away.
Michael Elges, chief of the Bureau of Air Pollution Control at the Nevada Department of Environmental Protection, said he has been to the site several times.
“Much like any industrial facility I’ve been to, there are odors associated with the products, systems and chemicals used,” he said.
He noted, however, that he has not noticed a similar smell in the nearby countryside.
Many groups testified against the bill.
“We are here to oppose the bill,” said Doug Busselman of the Nevada Farm Bureau. “We are not here to contend that the folks from Fallon are not having a problem. We are just here to contend that this bill is not the solution to this problem.”
Local governments from Washoe and Clark Counties asked to be exempt from the bill, saying its investigation requirements would force them to hire up to five new employees to chase after odor complaints.
Many said that the definition of a “noxious odor” was too broad.
The bill’s text states that a noxious odor “is objectionable to the senses of an ordinary person and interferes with the comfortable enjoyment of life or property in any usual place of occupancy.”
The bill would place mandates on local governments to carry out investigations, hearings and issue written notices to people allegedly causing foul odors, lobbyists said.
The Senate Committee on Natural Resources took no action on the bill.

UPDATE: A South Lake Tahoe woman faces felony charges of evading, assault with a deadly weapon, driving under the influence and driving on a suspended license after leading officers on a chase from Carson City to South Lake Tahoe on Sunday.

Two Carson City Sheriff's Office deputies were treated and released for minor injuries they sustained after the driver, Samantha Randazzo, 32, rammed a patrol vehicle and then refused to get out of the SUV she was driving, said Carson City Sheriff's Office Sgt. Earl Mays.

A deputy suffered injuries to his hand when he broke through the passenger side window to unlock the door. The other deputy was treated and released for injuries after the woman slammed into his patrol vehicle, said Mays. The names of the deputies were not available.

The chase began before 6 p.m. on South Carson Street near Carson Station. A deputy attempted to pull Randazzo over for driving erratically and suspecting she was under the influence. Randazzo instead continued driving south on Carson Street and then westbound onto Highway 50 over Spooner Summit. Officers in the pursuit said she traveled at a speed of around 55 mph in town and 70 mph up Spooner through light traffic. Douglas County Sheriff's Office and the Nevada Highway Patrol also responded.

Because of traffic in the South Lake Tahoe area, Randazzo was forced to reduce her speed to 35 mph to 40 mph. According to Sgt. Shannon Laney of the South Lake Tahoe Police Department, Randazzo hit about 50 mph as she went through the intersection of Highway 50 and Ski Run Boulevard.

The chase finally ended with an arrest at the corner of Highway 50/Lake Tahoe Boulevard and Tallac Avenue in South Lake Tahoe. The vehicle was stopped after it rammed the Carson City patrol officer's vehicle at around 6:20 p.m., said Laney.

A car stopped at a red light on Highway 50 and Tallac Avenue caused Randazzo to stop so a Carson City Sheriff's officer was able to pull his car in front of her. She slammed into his vehicle in an attempt to escape but was unable to do so, said Laney.

Man involved in Carson City to Lyon County chase faces felony assault charges

A Michigan man is in custody after allegedly drawing a knife, telling patrons in a Carson City bar that he was going to kill them and then leading authorities on a pursuit that ended early Thursday morning in Lyon County.

James Fowler, 48, of New Baltimore, Mich., faces two felony charges of assault with a deadly weapon in Carson City, a misdemeanor threats charge and faces additional misdemeanor charges in Lyon County.

According to the arrest report, Carson City officers were dispatched to the Schmitt House in the 4700 block of Highway 50 at about 1 a.m. after a report of threats being made to patrons with a knife and gun.

Officer arrived and saw a white Ford van that matched the description of Fowler's vehicle and proceeded to pull it over. Fowler wouldn't and then took off at a low speed, drifting through lanes. Once Fowler past the Lyon County line, the pursuit was terminated and Lyon County authorities took over.

Meanwhile officers interviewed a number of witnesses at the Schmitt House. A female witness said Fowler pulled a 12-inch knife out and asked her if she had ever seen anyone die and then threatened to kill the woman's husband, the arrest report states.

The owner of the bar told officers that he wanted to avoid a problem and asked Fowler to leave. Fowler pulled the knife from underneath his shirt and threatened another patron and charged the bar owner with the knife in his hand, saying he was going to kill people, the report stated.

At one point a witness got involved, trying to stop Fowler, who then held the knife about an inch from his neck, the report stated.

Witnesses were able to get Fowler to leave and that's when Carson City authorities began to follow the white Ford van.

UPDATE: 11:10PM: Two women were found dead Friday night in a Washoe Valley home while the suspect was killed in a shootout after a high speed chase on Highway 50 that began in Carson City and ended at Sand Mountain Recreation Area in Churchill County. One man was shot and injured and is at Renown Medical Center in Reno, said Washoe County Sheriff's Office Detective Lt. Tom Green. His condition is unknown at this time.

The suspect is believed to have stolen a white Jeep Cherokee, which was registered to the residence, Green said. Inside the garage of the home was a pickup with Arizona license plates. Detectives are trying to determine if the pickup belonged to the suspect, said Green.

UPDATE 9:15 PM: The suspect in a Washoe Valley shooting earlier tonight is dead, confirmed Carson City Sheriff Ken Furlong who was at the scene. No officers were hurt. Multiple agencies were involved in the pursuit, which began in Carson City on Highway 50 East and ended at a campground in the Sand Mountain Recreation Area. The campground was evacuated. At least eight Carson City sheriff's officers were involved in the pursuit.

UPDATE: According to dispatch via scanner, the shooting tonight in Washoe Valley is a double homicide. Washoe County Sheriff's Office spokesman Bob Harmon could not confirm this information.

He was arriving at the scene at Leo Bingo Court. That report came in at 8:30 p.m. As of 8:45 p.m. the pursuit continued through Churchill County and into the Sand Mountain Recreation Area. Shots have been reportedly fired at the guard shack.

UPDATE: Law enforcement from Carson City, Lyon County and the Nevada Highway Patrol were chasing a white Jeep Cherokee on Highway 50 through Dayton and into Stagecoach. The driver may be armed with a long rifle. He is believed to have shot one person in Washoe Valley.

Strip spikes were being set up in East Lyon County as law officers pursued the vehicle. Speeds were reported to be in excess of 100 mph, according to law officers via dispatch. The vehicle had gone around at least one set of highway spikes outside of Stagecoach.

The chase began at around 7:45 p.m. on Highway 50 after deputies were pursuing a vehicle out of Washoe County that was believed to be involved in a shooting.

Carson City deputies located the vehicle on the Carson Freeway going around 80 mph in a 65. Deputies pursued the vehicle where it exited at Highway 50 and took off at a high rate of speed, going through the stop light at Airport Road.

The vehicle continued east, crossing the county line and into Dayton, traveling at a high rate of speed. Multiple patrol vehicles from NHP, Carson City and Lyon County were pursuing the vehicle.

The driver is believed to be a man who may have been involved in a shooting in which one person may have been injured, according to dispatchers via scanner. This is not confirmed, however.

MLB trade deadline is more like Christmas in August

The MLB Trade Deadline has come and gone. For baseball fanatics it is Christmas in August. The baseball world goes into a frenzy with contending clubs trying to out do their closest competitor(s) for a stretch run into the playoffs and what all hope to be eventually a winning combination to the World Series.

For the Bay Area teams it was much of the same as it as been in recent seasons. San Francisco buys, and Oakland sells.
Although, some may say the Giants sold a little bit of their future today to win now and keep with the "even year" theme.

Oakland sold a big chunk by trading away Josh Reddick and Rich Hill to the Los Angeles Dodgers (Dodgers are 2 games back of the Giants for the NL West lead)

Meanwhile, the West Bay made a big (and somewhat shocking) splash yesterday by trading away Matt Duffy their starting third baseman to the Tampa Bay Rays for a much needed starting pitcher in the left handed throwing Matt Moore.

Moore so far this season with the lowly Rays has compiled a 7-7 record with a 4.08 ERA. While his numbers don't jump out he does provide something the Giants desperately need and that's a pitcher who can eat up some innings.

The Giants also gave up Lucius Fox (no not Batman's Lucius Fox). Fox, a bright young international star from the Bahamas is only 18 and could provide the Rays with a bright future.

Before the all too painful Duffy trade to a lot of Giants fans, San Francisco made another move to bring much needed reenforcement to the bullpen by trading for Will Smith (no, not that one either). The Giants traded away a well-known catching prospect in Andrew Susac and their highly touted young prospect in Phil Bickford to get Smith.

Smith, the southpaw, comes from the Milwaukee Brewers has compiled a 1-3 record with a 3.68 ERA out of the bullpen of what can only be described as a glorified AAA team in the Brewers playing at the major league level.

Smith and Moore are great moves for the Giants to make the stretch run and in what hopes to continue the "even year" pattern the Giants have been rolling on.

Now, back to the Dodgers situation. After the Reddick/Hill trade to LA it was reported by MSM that Yasiel Puig, the dimming star of the Dodgers outfield, "stormed off" when he was supposedly told he was being traded or demoted. While the traded or demoted part was true, the "storming off" part was not.

Puig was actually told by the organization earlier in the day to not come to the stadium to travel with the team to Colorado because he was either going to be traded or demoted to the minor leagues.

MSM once again jumped the gun in trying to break the story first as juicy as possible.

Overall, the MLB Trade Deadline did not disappoint. A lot of moves by contenders to try their best to either stay ahead of the pack or try to chase down those who are. I cannot wait to see what these last two months of the regular season has in store!

Opinion: Community Health Centers and the Federal Budget - Who Speaks for You?

The U.S. House of Representatives has passed a repeal of Health Reform. Additionally, they passed budget cuts of $1.3 billion to existing funding for Community Health Centers (CHC’s).

Over the last 45 years, CHC’s have grown to provide primary care access to 20 million Americans. Study after study has shown that primary care in a CHC is less expensive and provides more reliable health outcomes than any other alternative for those with access challenges. Who is speaking for the needs of these patients?

Nevada Health Centers (NVHC) operates throughout the state and had over 175,000 patient encounters in 2010. Most of our clinics are in places where there is no other doctor. Who speaks for them? NVHC also operates a statewide Mammovan, serving communities like McGill, McDermitt and Duckwater. Who speaks for them? A repeal of Health Reform returns control of your health to insurance company executives and state administrators. Who is speaking for you?

NVHC delegates its authority for the Vaccine for Children (VFC) program statewide? Who will speak for the children who will no longer have access to vaccinations if our statewide presence goes away?

The decades of progress in increased access and public health community service provided by NVHC is at risk. We estimate our share of the cuts, for our patient population, is approximately $3.25 million, nearly half of our continuation funding.

Call or write your congressional representative and Senators:

— Tell them we need more doctors and community health centers for Nevada.

— Tell them we need to continue to fund expanded Medicaid eligibility in the state that has been hardest hit by the recession and we need to continue a pathway toward insurance for as many as 25 million Americans, including as many as 250,000 Nevadans.

— Tell them we need our neighbors and our children insured without restriction.

— Tell them the new mandates for preventative care are important to you.

— Tell them you are tired of being taxed, in your premiums, for the costs of emergency room care for the uninsured.

— Tell them we want a health system that works for all 308 million patients, not just the several hundred insurance companies and their C level executives.

— Tell them that the Medicare enhancements are important to you, your parents and grandparents.

— Tell them we expect them to evaluate Health Reform based on facts and evidence, not emotion and ideological rhetoric.

— Finally, tell them that, after 45 years, we can evaluate the effectiveness of Community Health Centers. Tell them Health Centers are consistently rated by the Congressional Budget Office in the top ten of all federal programs. Tell them that a program this successful is important to your community, be it Amargosa Valley, Austin, Beatty, Carlin, Carson City, Crescent Valley, Elko, Eureka, Jackpot, Las Vegas, North Las Vegas, Reno, West Wendover or Virginia City. If you don’t tell them, who will speak for you?

Movie Review: 'Extremely Loud and Incredibly Close' a youth's journey searching for his lost father

The new film "Extremely Loud & Incredibly Close" by director Stephen Daldry ("The Hours") playing at the Fandango Galaxy cineplex in Carson City a story about a 9-year old boy Oskar Schell (Thomas Horn) who loses his father in the 9/11 attack on the World Trade Center. He suffers perhaps from Asperger's and a clear case of overwhelming anxiety. His mother Linda (Sandra Bullock in a downer role that doesn't really use her many skills) is bereft at the loss of her husband Thomas (Tom Hanks in a reprise of his many earlier roles as the nice guy who loses) and doesn't connect with her precocious son.

He paws through his late father's closet and finds and breaks a blue vase (in coaxingly slow motion) which dislodges an envelope with the word "black" written on it with a key inside. Oskar decides that the key is a special message to him for his father and "black" is the name of someone who can explain it all to him.

So being the highly intelligent boy that he is, he maps all the Blacks in New York City and starts calling on them. He has set up an elaborate system for doing so --- card indexes, maps, chips for locating Blacks.

He has been in contact via walkie-talkie with his grandmother in a nearby apartment and when he goes there he encounters an older man The Renter (Max von Sydow who as a mute says more than the rest of the cast except young Horn). He joins Oskar on his quest, communicating via pad and Sharpie pen and his hands, one of which had "yes"on it and the other "no."

The scenes between Oskar and the Renter are the best part of the film as the Renter slows Oskar's mad search to a reasonable pace.

The film hangs on the shoulders of young Horn and while his madcap chase and very adult thinking may be wearying, he is convincing. Bullock sort of walks through things in a disheveled way and Hanks is his usual wry and clever self, telling more with the shrug of a shoulder than many actors with a soliloquy.

This a sentimental journey of a movie and placing the whole thing on the thin back of Horn is a risk. But with a story like this one, it's bit much to use 9/11 as the grounding point. It picks a single death out of thousands and makes the rest trivial.

Direction tends toward the epic and the banal but gets the job done on time. Too bad about Bullock's somewhat minor role; I remember her as someone of fun. And, oh, yes, John Goodman is here as the doorman in a sort of cameo. Waste.

Mother bear, three cubs captured in Carson City released by Nevada wildlife agency

A black bear sow and her three male cubs were captured this week on the west side of Carson City by the Nevada Department of Wildlife. The four bears were safely released back in to the wild Friday morning in the Ash Canyon area west of Nevada’s capital city.

The bears were on the verge of becoming “conflict” bears before the capture. “They had been raiding garbage cans and searching for fallen fruit from trees,” said NDOW biologist Carl Lackey. “NDOW’s new family trap, which has multiple trap chambers, was used in the capture.”

The sow was tranquilized outside the trap and placed in a secure chamber of the trap while the cubs remained up a tall tree. The three cubs eventually came down the tree and were caught in the second chamber.

“That is how we were able to reunite the sow with her cubs,” said Lackey.

The release took place on early Friday morning in the foothills of the Sierra Nevada in Ash Canyon. Because cubs were involved a “soft release” technique was used. “During a soft release, we do not chase the bears with Karelian bear dogs because of the danger of separating the sow and the cubs,” said Lackey.

Nevada’s black bears normally begin hibernation between Thanksgiving and Christmas but can delay their sleeping plans if weather remains moderate and food is still available to the bears.
